Network connection found dead :(

I have 2 PC at home, 1 is having difficult with network connection, this is what appears on the CPU ID: Processor:
Specification: Intel(R) Pentium(R) 4 cpu 1.50GHz
Code Name: Willamette
Brand ID: 8
Package: Socket 478 mPGA
Technology: 0.18 um
Core Voltage: 1.728 V
I don't know what does any of that means, just hope that's enough information for you guys. I keep getting the message "Limited or no connectivity" on one of my PC's network connection icon thingy. A message appeared on the other one said something like "conflict with another IP address system". So I googled my problem and came up with this page: "http://forums.cnet.com/7723-7589_102-2942/ip-address-conflict-with-another-system-on-network/"
I followed every single thing you said there, but none worked. The yellow "danger sign" disappeared as I changed my IP address but the connection is still down, I can't understand why please help me!
