Question

Im not particularly tech savvy. I work for a sober living facility. We have recently installed internet for our clients to use. I need some kind of software that will allow me to regulate their wifi connections by device. Specifically I need:
1. Have a set time where the wifi can be set to turn off.
2. Have the ability to regulate the connection speed
3. Have the ability to set restrictions on the amount of data they use per day.
The idea is, we want to allow them internet access, but we don't want them to isolate themselves and not work on a program to stay sober.
There must be some sort of program out there that can do this. It needs to be idiot friendly though and there in lies the problem.
I tried searching the internet and just don't understand what I am looking at. Hiring someone to configure things is out of the question due to cost constraints.
Can someone help me please? Point me in the right direction?

Answer
This looks like a job for a Squid server.

But it's not idiot friendly so I can only hope you can get volunteers to help you get to your goal.

Too complicated

That is going to be entirely too complicated for me. Dont have anybody to help. I am the most tech savvy guy here, and I am not very savvy.

I don't know of a system that met your goal.

At least the easy to use part. Every time I see a company that wants this, we sit down and talk about the options. If they go Cisco they pay handsomely but it's still technical.

The Squid server isn't hard for your run of the mill consultant or seasoned IT staffer and is cost effective.

There are routers with parental controls but your list has me thinking you want more than that.
A partial solution would be a router with parental controls.
