im a user of a net
can i send a file like a picture with the "net send"?

Due to abuse by far too many people, the default configuration you will find is to disable the recieve of a net send message.

To answer your question... No.

Even if it weren't usually disabled due to people using it to send spam messages, net send was only designed to send messages, not files. With a little effort you could simulate the sending of a text file, but that's about it.

This is what FTP was invented for, and recently most IM clients will allow this between computers, there's also the old fall back of Windows file sharing if that hasn't been disabled for security reasons.
