Here I not only have VS2008 but last week delivered updates to my .NET 3.5 apps. Your post details are too slim for me to comment. My bet is that it's a security or account issue but I have no reason to offer anything specific.

I shared what I thought it could be but nothing appeared about the security or if you went so far as to try another account or uninstall SPYBOT or other security to get this installed. And I have no posts about any registry booster/cleaner/compactor either.

Keep writing. I have this system and apps I publish for .NET 3.5 and might find something but I have no reason to write "try this."

Regarding account, I only have one account on this laptop and it is an administrator. I also don't have any anti-virus or other protection programs.

It worked for me

Step 1 . Be sure that you have Microsoft.Net Framework 2.0 installed

Step 2. If you have it, uninstall 2.0 and any other framework versions.

Step 3. Install Microsoft.Net Framework 2.0

Step 4. Install Microsoft.Net Framework 3.5

Microsoft.Net Framework 3.5 requires Framework 2.0, that usually comes with Windows 7 or later, but is not present for previous versions of Windows like Vista, XP.
