Nero Vision 4 option to create chapters is greyed out...why?

I am trying to burn a collection of jpegs onto a CD. I would like to organize them into chapters. I have fiddled with Nero Vision 4 for HOURS now and cannot make the option to create chapters work (it is there but greyed out). I thought perhaps my software needing upgrading but can't find an option for that either. The Nero website acts like Vision doesn't exist. I don't want to use DVDs as I have a huge supply of CDs. Any ideas greatly appreciated.
Would Roxio work?

I am not certain how you do it, but...

I don't think you can create chapters on a slideshow. Now I have not done this myself but maybe you could try it this way; First you create individual slideshows then combine these slideshow/s (into chapter) in a video. Give that a try, hope it will work.

On reflection I see that I can actually do without using "chapters" and your suggestion pointed me in the right direction. I can use "titles" instead of chapters and do the same thing. You were right, you can only do chapters with video.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
