Nero or something else?

Hello users,
I am looking for a program that will convert video into a very widely used format(s) used in TV DVD players. Nero is supposed to be great but is there anything cheaper that will edit and convert video that works good and doesnt hurt the quality of the video?
Also, what are some formats, MPEG2 right?
