One user generally can't access another user's files, which is why there exists a "Public" or "All Users" folder. Move all of the music from its current location to "C:\Users\Public\Public Music" (Vista) or "C:\Documents and Settings\All Users\Shared Documents\My Music" (XP) and see if it gets picked up then.
