To get to SD quality (480p) you would need 3 times the speed you have. So in this case, no tablet can make up for the non-video speed internet link.
As to your Tab 3 hot spot, that depends on your carrier. Some charge for hot spot use.

After 10 hours of internet study, I still need some help. I have a Samsung Galxay Tab 3 and a Nexus Player, and want to feed the internet through to a tv. (My current tv does not have an HDMI input.) Haven't bought the new tv yet and as it will be eventually used in an off-grid tiny house, it will be antenna'd with a paid satellite feed. Should I go to a Smart tv or am I being redundant? I'm aiming at approx 42-45 " tv and, of course, want the best quality picture (being a photographer). In the meantime, playing vids on the tv and/or NetFlix, will be enough for now. Do both the speed of my modem and the speed of the tablet govern whether videos will be jerky? (current modem download speed is 1Mbps.)

Thanks, ..that was part of the info I needed but what about the purchase of a Smart tv. Would the tablet, with a faster download speed, dongled to a HD, non-smart tv still work with NetFlix? Would paying extra for a Smart tv be just redundant?
