Need some help regarding Office Outlook 2003

Hi!
I am making a custom package for some customers using WSE(Wise Package Studio).
This package is updating the outlook.hol file to include the Holidays for 2007-2012 (basically replacing the old one with a new one).

But now they want it for language codes 1035(Finnish) and 1049 (Russian).

Now here where my problem starts.
In my office we don't have any russian or finnish speaking co-workers.
So we don't got any Office 2003 for those languages, so I can't run an update to get the said outlook.hol file.
And I can't find anything trough the download site(only the update files wich in turn I can't use nor open up to see what's in it).

Do anyone around here have those files or can point me in a direction to get said files?
Maybe a place to download an MSI wich contains them or something, because I am stuck.
