Need some graphics card advice :/

I am having some major issues with my ATI Radeon HD 5450 card, in other words, it is dying as we speak and I am now in the market for a new card. I am computer savvy but graphics cards are never something I followed too much and therefore I am overwhelmed with the different cards on the market.

That being said I have a few questions about graphics cards that I need information on before I just buy a card.

PC Specs:
Asus CG Series desktop
Win 7 64-bit
AMD Phenom II X6 CPU
8GB DDR3 RAM
and the ATI Radeon HD 5450 card
----
1. I have read some bad things about ATI cards and wonder if it would be worth checking out Nvidia? I want to get the community's feed back on these two brands first off.

2. Is PCIe 2.0 X16(my PC) compatible with PCIe 2.1 X16? Some cards I have been researching say that they use 2.1.

3. My desktop came with the currently dying graphics card and has all the drivers and other stuff pre-installed. If I were to switch from ATI to an Nvidia card, how would this affect me? In other words, how much of a pain would it be to switch drivers and what not.

That is it for now. If I come up with anymore questions I'll update the thread. Until then I look forward very much to reading the community's advice and insight into this matter.
