Need software for adding/designing borders to digital images

OK, I am REALLY getting into making digital art, but would like to add frames (borders) to my pictures. I have Photoshop (7.0) and can create something in there, but I was wondering if anyone can reccomend a shortcut way of doing it OR software that allows me to add and/or customize borders.

add'l info:
-Using a PC (newer laptop!)
-Freeware, shareware, or trail preffered.
-Tips and tricks appreciated, since I've only been using PS for about a month and still have ALOT to learn!
-Most common use of my artwork: signatures for websites @ 400 W x 100 H

Photoshop Plugins, Actions, Tutorials.

Do some google searches for Photoshop Plugins, Photoshop Actions, and Photoshop Tutorials, and you should find some borders/frames that are ready made, or get good ideas on creating your own. There are tons of good free Photoshop tutorials out there. Start your search being very specific and put all the words you want ie: photoshop 7.0+frames+borders

Chuck, You are right on. They are not free.
Have him go to google/other/froogle and enter Photoshop plug-in borders. A lot of sites carry this plug-in. Not that expensive at all.
The border effects are good. Mac and PC Warehouse carry this software product as well as others.
CWD, I think in CA also.
