Need Sim card to operate smartphones?

Can anyone tell me if the pocket pc style smartphones will operate without a sim card. In other words, will a phone like the cingular 8125 with windows mobile allow you to use the pda functions if you do not put a sim card in it and sign up with a carrier? I would like to buy one of these phones but I do not need to change carriers right now and would just like to use excel and word.

I own a samsung blackjack and it works just fine without the sim installed. when you turn it on it just says invalid/no sim then you push ok and it works just fine, you just cant make phone calls.

Yup, you can use it with no SIM. Tried that when I first got my phone. All it's going to do is complain that you do not have a SIM card installed, and that you can not make any calls beyond 911. Just hit the END call button and you should be fine. Ocationally, it will still come up with the No SIM message, and you have to hit the END key.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
