I added both the larger HD (*one machine has an 120, the other an 16GB drive) and the DVD+/-RW drive.
Let me comment that I don't dedicate the drive space. That's your choice since I find the space suitable to lots of usages.
As to video editing, my needs are simple so I use the Ulead and MyDVD that came with the DVD recorders as well as the software that came with the DVCam. One notable software that I use that is freeware is VIRTUAL DUB (find with google.com). Since the software came with the devices, the price was reasonable.

In 2001 I purchased a desktop PC, with a P4, 1.6 GHz Processor, an ASUS P4B Intel i845 motherboard, with a 60 GIG hard drive, 512 MB PC - 133 RAM, an LG CDRW drive and a 16X DVD drive, running on Windows XP. I am also using WinFast VC 100XP for video capture.
I am trying various digital video editing programs to edit and create VCD's or DVD's from my digital video camera and from my VHS tapes. However, they consume most of my hard drive space when I download a VHS tape!
Looking for advice.... should I purchase and try to install another hard drive and dedicate it only to the editing process, and install a DVD burner? Or, do I buy a new computer with the higher speeds and larger hard drive?
Is there a consensus out there on which digital video editing software is easy to use, reasonably priced, and that enables you to edit inidvidual frames of a the film, and burns to a VCD or DVD without going to another program? I have tried at least 5 different programs and have yet to find one that does everything I want it to do?
Looking for good advice...thanks
