1. win 8
2. 3G
a. Sim free.
b. Working all the word ( not only in US).

Sounds expensive.

I'm going to make an assumption you want world wide web access over 3G. Wow, that is an expensive order. I think the closest I've seen that is from AT&T so with the guess on your priority has me write that item 2a won't be your choice.
