Need Help figuring out the problem with my Samsung HP-R4252

I just recently bought this TV for an amazing deal knowing that it needed to be fixed. I fixed most of the problems just by watching YOUTUBE videos but I have no idea what the cause of the last problem is. The problem is that there are many dark lines running horizontally across the entire screen. They appear to be different shades running from left side ribbons to right side ribbons. I was going to pull the TV apart and resolder all of the connection points on all of the side ribbons but was wondering if ANYONE knows if this could possibly be some other problem. Possibly the Y-sustain or the Z/X-sustain. ANY advice is better than what I have now except please don't recommend taking it to a repairman. They want to charge me 250 just to look at it. Then another 150 minimum for labor + parts cost. Thank you very very much in advance. I can be reached much faster at I will take some pictures and some videos of the problem on my video recorder tonight so that I can email them to anyone that needs a visual of the problem. If you don't feel comfortable emailing me then just reply to my post and I will be checking nonstop throughout the day.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
