Need help buying a new digital camera (please!)

I'm purchasing my first dig.camera (i know!) I can spend anywhere between $400-$700. I'm not one to upgrade and buy the lastest versions, so would like this one to last me a fair bit. I will use the shots for blowing up pics around the house (no larger than 5x7 likely). Would like a quick response as i'm taking pics of puppies (who move quickly and don't want to loose a good photo) and ideally a decent zoom for great close-ups. Perhaps even of the birds at my feeder. I'm a novice picture taker, enjoy taking pictures, so open to learning.

How does this one compare to the Canon PowerShot S2 IS (I liked the megazoom feature).

Will the Canon 620 offer a high enough zoom lens?
