If you want to get a web page designed without spending a lot, go to your local community college and talk to the instructor that teaches Frontpage or Dreamweaver. Tell the instructor that you are a business and want some web work done. I?m sure you can find a lot of students who are more than willing to do the work. Just know what you want first.
There is a lot of stuff that you have to consider but once you get your web site running on your local computer and performing the way you want, then you can consider getting it published wherever you want to host it.
Next is the idea of getting it recognized by the many search engines out there. Those guys keep their algorithms pretty much a big secret. Try to get as many people you know to access your new web site. send the web site to all your friends and associates. post your web site on as many forums as you can find. Also make sure you have all the HTML meta names in and all the other stuff that will cause the web crawlers and search engines to take notice of your site.
