NAVW32.exe....is it safe?

I have Norton internet security. When I scan for virus, spysweeper would ask me if i should block or allow NAVW32.exe. I didn't respond with block or allow so I am not sure if spysweeper did anything or not. Should I have blocked or allowed it?

Description: Navw32.exe is located in a subfolder of "C:\Program Files". Known file sizes on Windows XP are 202352 bytes (57% of all occurrence), 173728 bytes, 86984 bytes, 87672 bytes, 99952 bytes.
The file is a Verisign signed file. The file has a digital Signature. Navw32.exe is not a Windows core file. Therefore the technical security rating is 7% dangerous, however also read the users reviews.

If Navw32.exe is located in a subfolder of C:\ then the security rating is 0% dangerous. File size is 189568 bytes. The program has a visible window. The process can be uninstalled in the Control Panel. File Navw32.exe is a Verisign signed file. File Navw32.exe is certified by a trustworthy company. Navw32.exe is not a Windows core file.
