navexcel toolbar and about blank

before I had the opportunity to visit this site,I had 'about blank' and nav excel toolbar(navhelper)
after countless attempts to eliminate them,I used system restore.this Did work,but the nasty things now reside in my sys restore.spy doctor reveals them and cant remove them,it puts them into quarintine.Am I ok?
or are these things still in control behind the scene.
ps.navexcel remove button brings up 4 sites sponsered by cnet(or its stated anyway) 'to remove "about blank"
God only knows how much Id like to meet one of these hackers.sorry abouy the repetitive ..about blank question.are the two linked ?

IF system restore is the only place they are residing, you should be able to get rid of them by purging system restore and then reenabling it. Directions for that are here.

After that, rescan and see if they are gone.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
