have a look here if this helps:

Error: "LU1803: "LiveUpdate failed while getting your updates" or "LiveUpdate had an internal error while getting your updates"

Dorothy,

as I read it - In the event that Solutions 1 and 2 did not fix the problem, you must uninstall all Symantec products, search for and delete any remaining program files or folders, and then reinstall LiveUpdate and all programs.

You will find it under solution 3!

I never had any trouble with NAV2003 or NAV2004 until yesterday, when I, also, started getting the LU1803 error. I followed the instructions they provided. And after going through all that (step #2), I still get this error.
Has anyone solved this problem by un-installing everything and reinstalling everything? I've read that after reinstalling NAV2004, the subscription date will not be recognized?

Also, has anyone been able to get a refund for NAV2004? It's just too much trouble and I'm sorry I went with Norton again.

Solution 1: (Only for LiveUpdate 1.9 running in Express Mode)
If you have not updated to LiveUpdate 2.0, and you are running LiveUpdate in Express Mode, there is a known problem that causes all error messages to be reported as LU1803.

If you see the LU1803 error while running LiveUpdate in Express Mode, please follow these steps to update to the latest version:

Start your Web browser and connect to the Symantec LiveUpdate page.
Click the Lusetup.exe file and save it to a location on the hard drive such as the Windows desktop.
After the download is complete, double-click Lusetup.exe to install it.
Restart the computer.
Run LiveUpdate. If you still see the LU1803 error, go on to Solution 2

Solution 2: Repairing LiveUpdate
Follow the instructions in the order shown.
To download the LiveUpdate installation file
Start your Web browser and connect to the Symantec LiveUpdate page.
In the first section of the updates and patches section, click the Lusetup.exe file. If prompted, click Save, Save File, or Save this program to disk, depending on which option you see. (Not all Web browsers prompt you for this. For example, Netscape simply presents the Save As dialog box as described in the next step.)
Save the file to the Windows desktop. Do not install it at this time.

To set Windows to Show All files
Start Windows Explorer.
Do one of the following:
In Windows 95/98/NT, click View > Options.
In Windows Me/2000/XP, click Tools > Folder Options.
Click the View tab.
Uncheck "Hide file extensions for known file types."
Do one of the following:
In Windows 95/NT, click "Show all files."
In Windows 98, in the Advanced settings box, click "Show all files" under the "Hidden files" folder.
In Windows Me/2000/XP, uncheck "Hide protected operating system files" and click "Show hidden files and folders" under the "Hidden files" folder.
Click Yes if you see a warning dialog box.
Click Apply, and then click OK.

To searching for the Product.Catalog.LiveUpdate or the Product.Inventory.LiveUpdate file
LiveUpdate 1.9 and earlier uses the Product.Catalog.LiveUpdate file to keep track of what Symantec products you have installed. LiveUpdate 2.0 uses the Product.Inventory.LiveUpdate file. Unless you know which version you have, it is easiest to search for Product.Catalog.LiveUpdate first.

To delete the LiveUpdate folders
The easiest way to do this is to search for the folders, though you can locate them manually using Windows Explorer if desired.

There will usually be two folders:
In a default installation, the first will be located at C:\Program Files\Symantec.
The second folder is located under the All Users profile, which varies by operating system. Here are the typical locations:
Windows 98: C:\Windows\All Users\Application Data\Symantec.
Windows NT: C:\Winnt\Profiles\All Users\Application Data\Symantec
Windows 2000\XP: C:\Documents and Settings\All Users\Application Data\Symantec

Follow the instructions for your operating system
Windows 95/98/Me/NT/2000

On the Windows taskbar, click Start > Find or Search > Files or Folders.
In the Search Results window, set "Look in" to (CHappy and check "Include subfolders".
In the "Named" or "Search for..." box, type--or copy and paste--the following file names:

LiveUpdate

Click Find Now or Search Now.
Delete the folders that are displayed.
Windows XP

On the Windows taskbar, click Start > Search.
Click All files and folders.
In the "All or part of the file name" box, type--or copy and paste--the following file names:

LiveUpdate

Verify that "Look in" is set to "Local Hard Drives" or to (CHappy.
Click "More advanced options."
Select "Search system folders."
Select "Search subfolders."
Select "Search hidden files and folders."
Click Search.
Delete the folders that are displayed.

To restore the Product.Catalog.LiveUpdate or the Product.Inventory.LiveUpdate file
Locate the copy of the Product.Catalog.LiveUpdate or the Product.Inventory.LiveUpdate file on the Windows Desktop.
Right-click the file > Copy.
Do one of the following:

In addition to the file that you are looking for (Product.Catalog.LiveUpdate or Product.Inventory.LiveUpdate), there will be files that have similar names, but be preceded by a number, for example, 1.Product.Catalog.LiveUpdate and Product.Catalog.LiveUpdate.
Select the Product.Catalog.LiveUpdate or the Product.Inventory.LiveUpdate that is not preceded by a number.
Click the Edit menu > Paste.
Click Yes to confirm the file replacement.
To run LiveUpdate
Start your Symantec program and run LiveUpdate. Download all available updates. Restart the computer if prompted.
Run LiveUpdate again and continue to do so until no more updates are available.

If you still receive the LU1803 error after following all instructions in Solution 2, it is likely that the running LiveUpdate this is usually the result of a corrupted file called Product.Catolog.LiveUpdate or Product.Inventory.LiveUpdate to correct this issue please go on to Solution 3.
