NAS "Access Denied" problem

I have an ICY BOX IB-4220-B NAS, with a single 500Gb drive installed. I have a single share defined called "public". I have granted write permission to this share to all users.
If I browse to the public share from Windows machines on the same subnet I can see the contents of the folders fine, but if I try to create a new sub-folder I get an "Access denied" error. If I try to map the public share to a drive letter, using the admin login credentials, the login credentials are not recognised (I tried using the admin password which I use to connect to the NAS's console).
I get the same problem trying this from both XP SP2 and Server 2003 machines.
I've also tried creating a new user on the NAS, with its own dedicated share, but this user's credentials are also not recognised when I try to connect to the share from the Windows machines.
Can anyone suggest what I'm doing wrong?

I had this question come up about what "all users" is.

"All users" = "users with an account on this server"

By "all users" I meant all of the user accounts created on the NAS. It's these user details that I am using when connecting from Windows clients (i.e. I am not using Windows account names/passwords)

Since the Windows account name+password and the ones on the NAS don't match you are likely seeing the fallout from that decision.
