Do you have any Norton product installed?

Some Norton anti-virus suites have their own System Protection components and this disables System Restore. Do you have Nortons installed?

If not... Why were you using System Restore in the first place? There might be a clue in your answer, (eg malware damage).

and to echo with what Bob says, I do wish these security suite developers and suppliers would "make it clear" that they are disabling known and trusted Windows Services.

With such few details

it's difficult to see how posting in this thread can help.

Make your own new discussion and provide all details. Including, why did you need System Restore in this case?

It appears that Kapersky can interfere with System Restore. I have a question.

Did you check their web site to see if they have a fix?

Answer
Add Kapersky to the known list.

I can't explain why these products disable/interfere with this feature. Let's let the makers tell us why as well as why they don't warn folk.
