My web browser can't load pictures right

When I try to load pictures on the internet it'll come up messed up. Most of the time it looks like the picture is double layered on top of itself other times it'll have a colored hue to it or the picture will just be place in the wrong place like it was cut in half and the two halves were switched.

I tried the other browsers but it still happened but after reading a bit I found that every time I cleared the cached web content the way the pictures were scrambled would change.

So it's the web site? Or is it your PC and a damaged OS?

You've removed one item by testing with other browsers but there's a lot left to look over.
