My System restore is (disabled by group policy)?

Hi everyone. Bigg problems Since yesterday. st my norton Internet security didn't load anymore. I tried to re-install it. no results! Used Norton removal tools. but cannot re-install the software. Always "Installations failures" reported. than I tried "system restore" but is disbled. (grey) and says:System restore is off(disabled by group policy)
Any one can help??

I have changed the group policy settings, rebooted but system restore still OFF.

Once it's off the restore points are gone so there is no need to look into that just yet as we won't be able to use it now.
