My Search Bar (Adware)

Compaq Presario 7469
Win98
Internet Explorer 5.0

I've tried to delete the annoying MY SEARCH BAR (adware) from ADD/REMOVE programs from the control panel and click remove then choose yes but it is still on my computer. It won't seem to REMOVE, it is still on the list of the programs on ADD/REMOVE under the control panel. Does anyone know how to solve this issue?

If you are using IE5 you have not been updating
your security. Please do so as it helps protect
the rest of us on the Internet.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
