Did you ever find a solution to this problem? I have the same thing happening with my Samsung LN40A550P3 TV. It is happening only with the over-the air broadcast of my local FOX station. In my case it seems to have started when the station started up a new transmitter located closer to to my home and changed from 24.2 to 24.4. Also the freeze then speed up video only occurs on taped programming- live broadcasts like NFL football games and local news don't have this problem.
I think you are on the right track with something in the Samsung TV not working right with the broadcast.
If you ever figured anything out about this I'd love to hear about it.

My samsung TV/monitor model LS23EMNKU YD/ZA won't play the over-the-air H&I (Heroes and Icons -KUPT HD) correctly. The picture freezes, then plays too fast, then freezes again about every second or two. It is ONLY H&I that does this. The problem seems to be with the H&I station itself and not the channel number. I'm in Albuquerque, NM, where H&I was originally on channel 16.1 where the problem first appeared. Now it's on 16.3 and freezes/speeds up in exactly the same way. Channel 16.1 is now the MOVIES! channel, and it plays just fine.
The H&I sound always plays correctly with no pauses or malfunctions of any kind, even while the picture is stopping and starting.
I have tried different antennas, different antenna amplifiers, no amplifiers, relocating antennas, and relocating the TV. According to the TV's signal strength indicator, the signal is always 8 out of 10 bars with an amplifier. That is more than strong enough to display any other channel withouit problems. The H&I channel plays perfectly on my three other non-Samsung TVs (two Insignias and an Emerson). I believe that I can correctly conclude that the problem is in either with a format difference with H&I's signal that my Samsung TV can't process, or it's some other problem with the TV itself. Maybe it's some kind of buffering problem or just a software glitch. Whatever the reason, can you suggest a fix? Are there any settings that might help? I sure don't see any.
