My Pc is monitored/DDoS

Hey everyone,
I fried my ssd so decided to use my hdd and install windows and whatnot for now. I was looking at my netstat and it seems a little bit weird. lots of ports listening and one ip address i found that is from china. also a lot of UDP connections. At this point i am stuck. my internet works but my games(WoW) lag and run crappy, which they shouldnt my pc is fully capable. I have been googling for hours and cant figure out what to do. Ive already fresh installed windows and cant find anything else. someone please help. i can provide any other information needed.

unplug from the router and then run

ipconfig and make a record of it. You can compare that to whatever you see right after a boot and also right after gaming. Maybe you will discover something. Just make sure your router firewall is setup well and also your windows, except for the ports you must open for online game playing.
