My Mouse Cursor freezes on previous action

Many times throughout a day when using my computer, I click something on a program (like Microsoft Word) and then my mouse's cursor gets stuck with that click's action. If I click save in Word for example, and then move my mouse to continue typing text, the mouse will not show the normal cursor, but instead will show the loading symbol on my cursor, even though that action is not current. When I drag my mouse out of Microsoft Word then back in, it works like normal. Is this a software issue or mouse issue? This is very hard to explain.

It is usually a software or hardware issue.

As we only have what you wrote there is no clear cause here.

Just last week I ran into:
1. Another bum Seagate HDD.
2. More malware.
3. Driver issues. (The client updated drivers so we had to restore it back to the stock drivers.)
