Several things to try:
1. Boot into Safe Mode and do a system restore.
2. Refresh or reset Windows using the method from the user manual.
3. Refresh or reset Windows using the recovery drive you made (if you did)
4. Refresh or reset Windows from the disc or USB stick you can make with the Windows Media Creation Tool (google that).

Finally, remove administrator rights from your brothers account on your laptop, then he can't do such harm again. And make that recovery drive (see http://www.techrepublic.com/article/be-prepared-create-a-windows-10-recovery-drive/ ).

I try the shift + restart but it keeps sending me to the same log in screen, is there any other way i can completely reboot my laptop, like remove all files and settings ect?

OK.

Make the media with the Windows Creator Tool. do it on someone else's PC if needs be.
Can you boot to BIOS using whatever key your machine uses? If so, set the BIOS to boot from the media you made. This will make your PC boot from DVD/USB whichever you made. Follow instructions after.
Dafydd.
PS. Forgot to mention. If you do this on another PC, check "this is for another PC".
