`OK, if this DVD is USB type then use the "cable supplied" to connect the drive. If dual USB connections(power?) make sure you do that and/or if 1-USB and some power cable, use both supplied cables. If this also has the small "micro USB" connection make sure its fully seated, some may wiggle at the slightest movement. Now, retry the install or simply check to see if its seen from the "my computer" icon that drive. You gave no hint of what PC is being used and what OS, that matters or can be part of the issue, so provide.

If none of the above works return it and get another one.
