Question

My laptop has decided to partly kill itself

hey everyone,
i use a hp pavilion entertainment laptop and its work great for the past several years for the entire family.

my problem is that a couple of months ago i realized that my password wasn't working but that was OK because i could use the finger swipe log in method which still worked.
Later that week whilst trying to download a program i realized i'd lost admin rights because i was not permitted to install any software.
So i looked at the other accounts and saw that my brother, (who also has an account on this laptop even though he never uses it,) still had admin rights.
So i got him to try to log on so he could give me admin rights back but his password didn't work either, and he didn't have a fingerprint recognition account set up so he was locked out completely.

I've tried to make another account whilst logged into my profile with administrator rights but when i try to type in a name for the new account it says;
"The specified account name is not valid, because account names cannot contain the following characters: /\[]":;|<>+=,?*"
but the name i put in has none of the above?!

I've also tried a number of actions in CMD to try to change my own password but when i do them i get
:"System error 5 has occurred.
Access is denied"

please help, i think I've tried everything

And it won't boot to SAFE MODE? Sounds like a corruption, too many cooks in the soup and a good chance you'll need the OEM recovery media.
