My iPad says it is almost out of storage! How to manage it?

If anyone has some ideas of how to fix this, I would be most grateful:

I has a 32GB iPad that keeps warning that it is almost out of storage. I checked the usage and it shows that 25GB have been used, yet when I look at the list of apps, there is maybe 10GB total in use. I have attached a screenshot to show you what I mean.

Any idea what in the actual hell is going on here? Is it a virus?

Connect it to iTunes and see how much space "other" is using.
Other includes a lot of things including pictures and videos sent via text or emails as well as the messages themselves. It can also include updates to IOS that were not installed. Some app data is also stored in other.
Good luck.

Look for apps you don’t use, especially larger ones, and delete them. Go through your synced media files — tap built-in apps like Videos, Music, Podcasts, or other ones — and delete files you no longer need if you have a lot of synced media. If you have an app with a large amount of “Documents & Data,” consider clearing it to free up space.
