It points to possible hardware issues such as a HDD that's failing to a PC that it's owner never heard of maintenance such as "canned air."
When you start your PC Repair question, let's hope you include the clues you did here.

Guys! I currently have other issues with windows at the moment. I cannot boot up. HOWEVER, prior to my boot up issues which I will be posting a question about next I had browser issues where the browser I was using would freeze. I would need to either reduce it's window size, or maximize it (depending on it's current view) to get it to function again. But everything would still work, just visually it would be frozen. What I mean is, I could still scroll on the page and blindly click links (I know this because I played around with it one evening) even if the screen froze. As soon as I either minimize or maximize, it would unfreeze to the location that I either scrolled to or page that I would blindly click on. Then yesterday I started my PC and got a "Windows was unable to start. Please restore your PC or press cancel to try and repair". That is another forum discussion.
