Do they have power?
I know that my mother board gets power, since the leds in my mouse light up when i plug it into the motherboard, but the fans that were pre installed in the case when i got it wont spin when i turn on the p.c.

Like i said, its plugged into the ports on the motherboard, both of them into fan system 1 and fan system 2, but when i turn on the computer, they just dont work. My graphics card fans spin, but the case fans dont.

How do you know that the fans and cooler are getting power ?
What kind of PSU do you have ?

Without the make and model of the PSU I can't check some basics.
It also doesn't tell us if the PSU is working correctly. Did you get out the Volt meter and measure all the legs?

Psu+mobo+cpu/hsf.
Nothing else connected or plugged in.
Power it up......does the cpu fan spin?
If not replace the cmos battery.....it's the cheapest part.
If the fan still won't spin move the mobo out of the case and onto a piece of cardboard.
If the fan still won't spin your down to 3 parts.
Just because the mouse lights up this does not mean power is present for running fans. The mouse runs off a +5V rail and fans off the +12V rail. So a mouse lighting up tells us very little.
Also a lot of fan ports on motherboards just don't work (remember I only see dead PCs) so we rewire to the PSU connections instead for those cases.
