I cant login it will give me options like dtart normaly or run prompt or safe mode but niether one works, It will give me a blue error screen for one second then restart. help

When Safe Mode fails with a BSOD it's usually the end for that install of Windows. Beginners can not repair it. They can only get their files out or better yet, slip in a new blank drive then reinstall or use the restore media for this PC. That way the old drive and it's files can be put in the second bay (desktop) or in some USB case (laptop) and then the files copied out.
