My computer won't start up

Folks, Yesterday, I turned on my computer but the only thing I got was this message on my screen: Video cable connected? or something like that. Any idea of what problem is this signaling? I have a HP XL768 with the following specifications:

Windows ME, version 4.90.3000, build 3000
System Name HPPAV
System Model 15147900000370
System Type X86-based PC
Processor AMD Athlon(tm) Processor AuthenticAMD ~909 Mhz
BIOS Version EPP revision 9.00
Windows Directory C:\WINDOWS
Total Physical Memory 127.45 MB
Total Virtual Memory 2.00 GB

Sorry Melati for not being clear enough with the message I posted. Yes, the video cable is connected but, no, the computer won't start up even when the cable is connected, and the message remains. I notice that the little lights on my tower start to lit when I turn my computer on but after a few seconds they turn off. As you can see, I'm a computer illiterate, so please bear with me. any help will be greatly appreciated.

Power Supply setting switch

The used computer I just bought did the same exact thing to me when I first tried to hook it up and start it. The power switch on the power supply had been changed to the 200 setting instead of the 115 setting. Have you checked that? Maybe somehow it's gotten switched over.
