Just fyi.

You told nothing about your computer. Some have rollback features in the OS, sometimes a simple shutdown, pull the AC cord and try again helps. Other times the cable is broken which I sniff out by trying another machine.

Cheers,

ive tried shuting down my computer which didnt help anything. i have also tried two different usb cables, none of them work on my ipod mini, yet they both work on my brothers ipod mini.

Does your mini work on his machine or his mini on yours?

Again, not a word about your machine. Why is that?

That's a fine clue.

What too many miss is this forum note with every post.

"Note: If you're asking for technical help, please be sure to include all your system info, including operating system, model number, and any other specifics related to the problem."

I don't ask too much about what is asked for with every post you make. Hope you try that.

-> Here's that fine clue you just provided.

a. You share a machine.
b. One ipod works, the other doesn't.

The (broken) ipod is broken. Do read the manual again about reseting it in all it's different reset methods. I don't duplicate the manual or web content here to conserve space and my typing.

You've provided enough clues that you need to try reseting the ipod (there are a few different resets, so try them all) then it's off to its maker since I'm convinces your PC and cable is OK since the other iPod works.
