My Computer Does not Boot up

Last week, I built a desktop computer from old parts that I have. The system is composed of: GA-8IG1000MK (rev1.x) motherboard, Intel P4 2.8 Prescott, 256 MB SpecTek DDR, WD 40 GB Hard disk, floppy drive, Teak CD drive, Samsung 173P LCD monitor and standard keyboard & mouse.

When I bowered the system, I noticed the followings:
? the power supply and the processor fans continued running
? No peep sound what so ever during startup
? the monitor detects no signal from the computer

I made sure that the cable connections are OK. Please not that the motherboard was left for months without the battery before installation and during installation I used very weak battery. The big question that I need answer to is what could be wrong. Is it possible that the BIOS was lost?
