my cd-r/rw won't spin

Windows recognizes my cd-r/rw but when I insert a disk it starts to spin but won't continue...
the other drive (a cd-rom) works fine. Could it be just a bad drive or could it be a another problem I'm not thinking of...

CDROM's only need to spin to read or write data - when not doing the above they normally spin down. The important thing is it functioning OK - ie can you read data??? - you haven't actually said!!!

Have you tried unplugging the electricity from the drive then replugging? This "pinging" worked for me.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
