Multiple user Problems XP

I have 3 user accounts set up on my home PC
I have BT Broadband 2.2 meg
Windows xp professional
Pentium 4, 3.0ghz
1 Gb RAM
256 Graphics card, nvidia gforce
Asus m/b p5p800

Only i can get a connection to the internet( as admin).
I have looked for the problem on the web, it says ''give the group Read Rights''
Tried to change other accounts to admin rights but hasn't worked

Could somebody please tell me how to do this, its doin my head in.
