Multiple dots on screen

I'm having problems with my monitor. Sometimes some weird doted patterns appear on the screen.
Do you think the gpu is to blame?
Is it a symptom my gpu is about to die?

I almost can think of where the GPU could do this.

But that line across makes me think it can be the display. The next test is to try this monitor on another video source and another monitor on this PC.
