Multilingual simple static html/css Web site.

I made an HTML/CSS simple static Web site with 14 pages, 7 in English and the other 7 the translation of the same into Spanish. My very first site if I may say. The Web site is designed (and best viewed) in Firefox since I used css3. I was very surprised to see that if I include <meta http-equiv=?content-type? content=?text/html;charset=utf-8?/>
within the <head> element of the pages in Spanish, they are destroyed. Interrogation marks (?) appear over certain characters. This does not happen in the pages in English that do not become altered in any way. Also the lang element within the <html> seems to be ignored for both Spanish and English. So I am not including either the meta tag or element lang anywhere in the Web site. I am almost ready to upload. If you consider proper any commentary I would certainly like to hear from you!

Well, my computer is configured in Spanish. I can see pages in English and Spanish equally well. Also I can write English and Spanish with no problem. All the characters in English are included in Spanish. I can write
