msoe.dll files are missing

I have an HP Pavillion model #50655334, and while removing some desktop shortcuts, I am now unable to open these type files. I paid for and saved to a diskette a repair file. I'm using Windows ME. The program will not repair the problem because I don't believe it really downloaded. Outlook Express, and Internet Explorer won't open either. Thanks.

You can do several things to fix this problem. You go to start, settings, control panel, add/remove software/select internet explorer/ click on IE 6 like you are going to remove it/ you will get a menu that ask you if you want to remove/ repair/ reinstall/ select repair. You can also go get IE 6 and reload it.
