MSOE.dll error in XP

I have been recently unable to access my Outlook Express or Outlook since a recent Windows XP repair. When I try to load Outlook Express it get the following error. "Outlook Express could not be started because MSOE.DLL could not be loaded." When I try to use Outlook to retrieve email. I get this error. Outlook.exe Entry Point not Found. The procedure entry point createInfo Window could not be located in the dynamic link library MSOERT2. dll"

The only help I could find for MSOE.dll files are for older Windows versions.

Anyone have some ideas what the problem may be. Thanks

Thanks for posting. I have already looked at that solution and there is no option for the address book in the add/remove area for the windows components.
