MSN Messenger 2009 contacts not active

I have Win XP Home Edition Version 2002 Service Pack 3. I have downloaded MSN Messenger 2009 and can sign in just fine. However, even though all of my contacts show up, when I click on one of them to start a message, I am told that the contact is not online. I know this to be not true because I had a friend sign on last night and neither one of us have "active" contacts. Also, in the old Messenger, whenever a contact came online or I got an email, I would get a message telling me that someone had signed in or I had a new email. Now, I don't get this message. Is there some setting that I am missing? Or do I just need to forget Messenger and go for another IM service? Thank you.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
