msiexec turns into a crash and no restart

I run Windows 7 on an ASUS Desktop PC M1630 Series

I had a problem where a notification that an msiexec.exe file was trying to change my computer. It kept popping up and the only way to stop it was to delete it. But it kept coming back.
I asked for help and was sent to the microsoft help page.
I tried to figure it out there.

A different notification popped up, but it was a long number rather than the msiexec thing. Then it shut down my system and it is failing to restart.

I tried a system restore. It still will not start.

Help? Anyone?

That "msiexec.exe" is the Windows Installer, and should not be deleted.

What happens now when you turn the computer on? What messages do you see?

Have you tried Safe Mode? Also Windows 7 offers a repair when it detects a problem and cannot load. Have you tried that yet?
