Just last week we saw this with another malware infection. Since you can't easily wipe out IE and reinstall plus the XP going end of life soon, I strongly suggest you scan according to Grif and when you fix it, backup your system.
We all carry a backup with spare bullets.

This just started happening in the past couple of weeks. (No problem with Firefox opening and working) MSIE hangs while failing to connect. Clicking the red X box yields "This program is not responding.", as does alt-F4. Usually, it seems that if I reboot, it does work for a while.
For a particular utility -- ccreator.exe -- sometimes it will not open, tho task manager shows it as a process. Killing it in task manager sometimes allows it to open, but not always. My hunch is that some routine/process in MSIE is running, which prevents its full operation.
Is there a way to repair MSIE? My OS is XP SP3
