Msconfig was left out of the 2K install process, however you can put it back in.

Devices and Services applets and do a little registry editing as necessary. NT and Win 2K were not particularly designed for "user friendly" functionality and the user/admin is expected to know a bit about configuration.
Follow this link http://www.mlin.net/StartupCPL.shtml and download and make use of Mike Lin's "StartUp Control Panel" and you might consider the Startup Monitor too to ease your way.
