If you're wanting to "save" a Notepad document, you should be sure to confirm the type of file and location where you are saving it. If you do so, you shouldn't need to be selecting "All Files" and changing the encoding type.. Assuming you just want to open other Notepad documents (.txt files), change the option using the drop down menu to "Text documents .txt files".
Hope this helps.

I RUN Notepad, clicked on File, OPEN ALL Files, Clicked on the folder then it opened, But showed Defaulted ANSI Encoding that l changed to UFT-8 .
Guess what, the file appeared widely on my screen just as it got saved before, it was really unbelievable how it was done as ABC and l just immediately copy & Re-Saved it in another Notepad as l was scared. But l won my battle of sleepless night of 2 days of work back.
