mouse pointer/touchscreen odd behavior

I have a Dell Inspiron 7000, 2 in 1 laptop. Mfg. date Jan 2015, Shipped with win 8.1, upgraded to win 10. At times the mouse pointer turns into a small circle and 'bounces' around the center of the screen. During this time the touchscreen is unresponsive and as I try to move the mouse it jumps back to the center. This usually lasts 30-60 seconds. I have turned off all non Microsoft programs in config but the problem persists. I reformatted the drive as it was delivered...still there. The Microsoft store did some magic rebooting of some sort and the problem was gone for about a month but has returned. I thought a video is the most simple way to illustrate the problem. I occurs in games, Chrome, Excel and about every program I use. I have tried many other fixes (new logitech mouse, Office 365 instead of 2010, cleaning the screen, etc). As you can probable tell, it is driving me crazy!
This issue makes the computer unusable while this 'ghost' is running it's course. I would welcome any advice!

I'm sorry...this is my first cnet post and first youtube video. I have always been able to solve my own computer problems...until now.
